You also need to be progressing through techs. Getting an Arc to 80 requires a ton of FPs, and I'd think you'd want to get your FP production up first. I have a city that at one point had supplies production problems because, I realized, it didn't have enough GB bonuses for supplies production.) (FPs, Attack and Defense seem to be the most important GB bonuses. The latter also gives you an attack bonus, something people generally want to have. I'd think you might want to build a couple of other GB s that produce FPs first - Cape Canaveral, Arctic Orangery, CDM.
